Each team's drafting
position will be randomly selected at least 2 days before the draft.
The draft will begin with team #1 and proceed through team #14 (14 chosen
for illustration purposes) with each team selecting 1 player. Round
2 will begin with team #14 selecting first proceeding through team #1.
The draft will continue alternating sequence 1-14, 14-1 for 12 rounds when
each team's roster will be full. Teams will be allowed 2 minutes
to draft for the first 6 rounds and 3 minutes thereafter. Should
a team exceed the allotted time, their pick will be skipped until they
come up with a selection.
The roster consists of 12 players:
A player is eligible at a position if he is listed in Sporting News Pro Basketball Yearbook at that position. Sporting News receives their positional information from the NBA and those positions are reflected in the pre-draft stats.
Players may be moved to any position
they are eligible, during the season or draft. Players will be eligible
based on where they played the previous season for the entire year, but
may become eligible at a position if they are consistently starting at
the new position over the course of the season. "Consistently starting"
will be 10 box scores in which the player starts at the position.
Non-starters are particularly difficult to judge if they should gain a
new position; therefore, an owner wishing for a non-starter to gain a new
position may appeal to the executive committee for position approval.
Three of members of the executive committee must approve the position addition
AND clear evidence must be supplied by the owner in support of his claim.
Clear evidence will be videotape of games, newspaper accounts or other
definitive proof of the player running at that position and the occurrence
must be for 5 minutes or more of playing time to prevent 10 seconds at
the end of a half creating artificial positional gains.
There are 9 statistical categories teams will compete in:
Averages such as FT%, FG%, and MP/TO will be calculated as team totals. The team's total field goals made divided by field goals attempted will determine the team FG% (same principal for the others) which means players with more field goal attempts influence a franchise's FG% more than a pine-jockey.
Within each category team totals will be sorted best to worst (greatest to least except for MP/TO). 14 (again an arbitrary number representing the number of teams in the league) points are awarded to the team with the best totals in each category, 13 points for second best, and so on down to 1 point for last place in each category. The points awarded to a franchise in each of the 9 categories are then totalled, and the teams ordered based on those totals. The team with the most points is in first place, etc.
Ties in a category result in points awarded equally between the tied teams from the available points they would normally be awarded. A 2 way tie for first would normally have 14 and 13 points therefore each team receives 13.5 points. Ties in FG%, FT%, and MP/TO will be taken out to the farthest decimal point to resolve the tie (if mathematically possible).
Simple Example:
The only standings which really matter are the ones at the end of the season. Of course updates will be provided on a biweekly basis (at the minimum - expect weekly with rare exceptions) to closely monitor the season's progress, and most importantly to know when to cheer or jeer the opposition as the case may be.

Any players currently on your roster (even IL) may be traded to an opponent. If trading a player currently on the IL the receiving team must be aware that the player is injured. Both parties must agree to the trade and confirm the trade with the commisioner. The commisioner must approve each trade. The purpose of commisioner approval is to insure trades are in good faith and not an attempt of a last place franchise to trade its only talent to a "friendly" contender. The commisioner may be overridden in his decision by an appeal to the owner's executive committee which will be formed by the top 4 franchises not involved in the dispute (not part of the trade and not the commisioner) and a subsequent 3/4 approval by the executive committee.
If an unbalanced trade occurs where a franchise gives up more players than it receives (ie Michael for Hakeem, The Glyde, and Rex Chapman) the team receiving his Airness must fill the vacant roster spots through the free agent pool or activating players on the IL. The player receiving all the players must clear roster spots for them by placing players on waivers or the IL.
The only future considerations which
may be traded are draft picks for that season's draft (meaning only on
draft day). No players to be named later or "future considerations"
may be involved in transactions. No "renting" of players may take
place. Transactions must involve only rotisserie players or draft
picks - no cash, promises or sexual favors.
After the All-Star Break only restricted trading will be allowed. Under restricted trading, teams may only trade with franchises within +/- T places of themselves in the standings where T is defined by:
T = (N - 1) / 2 (N = Number of teams in the league)Therefore in a 14 team league, T = 6 which means that a team in 1st place after the All-Star break may only deal with teams from 2nd thru 7th place while a team in 7th place can deal with teams in first thru 13th, and a cellar dwellar could only trade with teams in 8th thru 13th.
The overall trading deadline is
April 1st (1 month left in the season). After this date no trades
will be allowed.
When a player is injured and misses a
game, or is clearly listed as injured by a commish approved 3rd party resource
(e.g. ESPN, nba.com etc.), the league owner of that player may choose to
place the player on the JERBL IL and replace him on the active roster from
the free agent pool, waiver
wire, or through a trade with another franchise.
There is no limit to the number of players on the IL at any time.
An owner has 2 weeks (transaction
deadlines) to activate a player who comes off the NBA IL (i.e. plays in an
NBA game) before the
player is placed on waivers. The franchise will be warned/reminded
before the 2 weeks are up and the player lost. The player MUST miss a game
or be validated by the commish as likely to miss for an owner to place him on the
IL (avoids stockpiling). NOTE: This means you can presume a
player will go on the IL (i.e. miss a game), but if he does not, he is IMMEDIATELY WAIVED
at cost as soon as he plays again. Players placed on ucIL may be
claimed off the waiver wire normally if they
play while on the ucIL.
The Presumed Injured List (PIL) is no longer valid as in the '05-06 season the NBA did away with the IL and JERBL adjusted to a player missing a single game as being equivalent to the NBA IL used for JERBL I-XIV.
When a player is waived by a team
he will be placed on the waiver wire, where other teams may claim him.
Claims for waived players will be taken in reverse order of the latest
standings - the worst get first shot. If a player is not claimed
by the next transaction deadline,
he will enter the free agent pool.
A list of players placed on waivers will appear on each transaction report.
This way all owners will have equal knowledge of available talent.
Any player who is not currently on any franchise's roster (including IL) is considered a free-agent and may be picked up at any time (although a player only becomes active at the transaction deadline). The first franchise to pick-up a free-agent is awarded the rights to the player and must place him on his ACTIVE roster (no IL pickups). An appropriate roster spot must be cleared for the player (correct position) through trade, IL, or waiving a player.
Conditional claims of players will be allowed. For each conditional claim made a transaction must occur or the owner making the invalid claim must pay a transaction fee for wasting the commisioner's time. If another owner later claims the conditionally claimed player, the second claim will queue up in case the first owner decides on another player. The second owner will be allowed to make another claim which would be relinquished if the already claimed player becomes available.
If a claimed player is injured before
the transaction deadline and
the owner wishes to give up the rights to the claimed player (i.e. not
claim him and claim another), he may do so at no cost.
EXECUTIVE COMMITTEE & RULES/APPEALS:
The top 4 owners in the league (those in the money) are considered the executive committee. All commisioner decisions may be appealed to them and are overturned with a 3/4 approval. When appealing commisioner decisions the commisoner and complaintant team may not be part of the exec committee and thus the burden would fall to the next ranked owner. In cases of positional approval only the soliciting owner is eliminated from the exec committee.
All appeals must occur within 2 weeks of the decision.
Rule changes must be approved by
a majority of the league. Executive committee decisions may be appealed
but require 3/4 of the league approval to overturn (fractions rounded up).
Daily transactions will be allowed to replace injured players only. All other transactions, including activating an injured player to replace a non-injured player on the roster, will still occur on the transaction deadline. Transactions will be mailed out to the league as a whole each deadline. The transaction deadline for waiver claims is Monday at 1:00 PM EST, and for non-waiver moves is 7:00 PM EST or prior to the first game. Stats used come from Doug Steele's web site with Yahoo Sports Player Game Logs as a backup source. Both are through Sunday's games played. All transactions should be sent to "damavs@alltel.net".
For daily transactions, any injury transaction e-mailed prior to tip-off of the game involving the players in question will be put into effect that day. If the move is made after tip-off for either involved player, statistics will start the following day. Yahoo's player page game logs will be used to monitor the daily stats in addition to Doug Steele's site. Despite daily replacements of injured players, claims are still first come first served for free agent pickups meaning that if Mookie Blaylock is claimed to replace Chauncey Billups by Karp who's being cut for ineffectiveness on Wednesday, and Thursday Clay loses Michael Finley to injury and wants Mookie, Karp's original claim on Mookie will still have precedence. Although the commish may query Karp if he's sure he wants Mookie in order to lock in that move for the following Monday and thus require Clay to claim a player other than Mookie for the injury replacement.
NOTE: Players placed on the
ucIL at a time other than the transaction deadline must be injured in some
way. Verification of an injury will be required for any ucIL claims
not made at the transaction deadline and the buden is on the owner.
Verification can be a game story indicating a player left due to a sprained
ankle or other similiar evidence. Failure to provide verification
of an injury may result in the replacement not being allowed until the
following Monday.
$25 franchise fee plus $0.50 for each transaction (trade, waivers, or free-agent pickup). Both parties pay the trade fee (doesn't matter how many players are involved). IL moves are free (of course a franchise may need to waive a player to create a roster spot or acquire a player to fill a vacated slot).
Each team should pay $30 on draft
day which covers the franchise fee and the first 10 transactions (if unused
transactions at end of season, refunds will be given). Subsequent
transaction payments should be made to the treasurer at the time of the
transaction. Accumulation of unpaid transactions could lead to suspension
of transaction rights until payment is made.
The pool of money will be paid out to the top 3 finishers at the end of the season in a 60-25-15% split. In the event of a strike in which < 40 games are played, all money will be returned to each team and none awarded the winners - 40 games or more will be considered official.
Most importantly, supreme bragging rights will be granted to the winner, and limited bragging rights granted to each team that cashes. The losers have the right to claim they were "decimated by injuries" or other creative excuses.
